Wearing face masks outside home made compulsory in Qatar | Violators will be fined up to QR 200,000

Effective from 17th May 2020 (Sunday) Qatar has made it compulsory to wear face masks when you are outside home. Qatar has take many measures to fights against the spread of deadly coronavirus, COVID-19. As a part of that, Qatar has made it compulsory to wear masks when you leave outside the house for any reason.

Except in case when a person is driving alone, residents and citizens should wear masks while leaving the house / when they are out from home for any reason. This was announced during a regular cabinet meeting chaired by H.E. the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al -Thani held via video conferencing recently.

H.E. Minister of Justice and Acting Minister of State for Cabinet Affairs Dr. Issa bin Saad Al-Jafali Al-Nuaimi stated the below after the meeting,

1. Compulsory to wear masks while residents and citizens leave house

To compel all citizens and residents upon leaving house for any reason to wear masks, except in the case when a person is alone while driving a vehicle, and the Ministry of Interior takes the necessary measures in this regard.

2. Imprisonment up to 3 years and fine not exceeding two hundred thousand
In case of non-compliance with this decision, the penalties stipulated in Decree Law No. (17) of 1990 regarding the prevention of infectious diseases shall be applied to violator by imprisonment for a period not exceeding three years and a fine not exceeding QR (200,000) two hundred thousand , or one of these two penalties.

3. Effective date of this new rule is from 17th May 2020

This decision is effective from Sunday, 17/5/2020, until further notice.

During the cabinet meeting, the cabinet has also approved some other draft decrees which includes,

  1. A draft decree approving the guarantee agreement of the government of Qatar for Al Kharsaah solar power plant project.
  2. A draft decree approving the agreement to grant rights to Al Kharsaah solar power plant project.
  3. A draft decree approving the priority right agreement for Al Kharsaah solar power plant.
  • The Cabinet approved also a draft law amending some provisions of Law No. (12) of 2006 regarding the canceled Mesaieed municipality, and referring it to the Shura Council.
  • The Cabinet approved a draft decision to issue the executive regulations for the law regulating medical treatment abroad.
  • The Cabinet approved also a draft memorandum of understanding (MoU) between the diplomatic institute of the Ministry of Foreign Affairs in the State of Qatar and the University of Houston-Clearlake in the United States.

Face masks compulsory for all Shoppers, Service and Contracting Sector Workers in Qatar | Up to Three-year jail term and a fine not exceeding QR 200,000 for non-compliance

His Excellency The Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani chaired the Cabinet meeting on Wednesday (22-Apr-2020) through video conference technology.

As a part of measures to fight against coronavirus (COVID-19) cabinet has decided to make wearing face masks compulsory for all Shoppers, Service and Contracting Sector Workers in Qatar. This decision is effective from 26th April 2020 (Sunday) until further notice. The Cabinet decision as follows,

  • Employees & workers in the government and private sectors whose work requires providing services to the public are obliged to wear masks while carrying out their duties and tasks, and clients are required to wear masks.
  • Officials in the government and private sectors should take the necessary measures to prevent the entry of clients who are not committed to that.
  • Shoppers are obligated to wear masks before they enter the food and catering stores and during shopping, and those responsible for these shops must take the necessary measures not to allow the entry of shoppers who do not comply with this decision.
  • Workers in contracting sector are obligated to wear masks while carrying out their duties and tasks, and officials in this sector should provide these masks and adhere to the established precautionary measures.
  • In the event of non-compliance with this decision, the penalties stipulated in Decree Law No. (17) for the year 1990 shall be applied to the offender by imprisonment for a period not exceeding three years and a fine not exceeding QR (200,000) or one of these two penalties.

The Ministry of Public Health does not advise healthy people to routinely wear a mask to reduce their risk of COVID-19. However, it is advised to wear a mask under certain conditions.

If you are sick, with respiratory symptoms like coughing or sneezing wear a mask:

  • While staying at home, especially around family members, and seek medical help by calling the COVID-19 hotline 16000
  • If you are in transit to the hospital
  • If you entered a waiting area in a clinic or hospital

If you are not sick, with respiratory symptoms like coughing or sneezing, wear a mask (ONLY IF)

  • You are in any of the following high-risk groups and had to go out for a necessity:

– People diagnosed with a chronic disease (such as diabetes, chronic renal disease, chronic heart disease, Chronic lung disease, cancer, immune compromising condition) or if you are taking medications that lower your immunity

– Older adult (55 years or older)

–  Pregnant or breastfeeding

  • You are a care giver or sharing living space with a person suspected to have contacted COVID-19
  • You are the caregiver or sharing the same living space with someone who sufferers from a chronic condition
  • You are required to interact closely with other people in your workplace, such as customers or visitors
  • If, for necessity you need to use public transportation or while riding a car with several other people
  • If, for necessity, you need to enter a public or crowded place
  • You live or work in a locked down area or share a room with others

The Ministry of Commerce and Industry has announced the mechanism for the second phase of distributing masks through pharmacies. The second phase will start on Monday, 13 April 2020.

How to buy your allocated share of masks?

Residents can obtain their allocated share of masks from the list of pharmacies by showing your Qatar ID. You can buy a maximum of 20 masks for QR 40 by showing your QID.

  • The person must be at least 21 years old
  • The masks are sold according to the QID card number
  • The share allocated to each QID is 20 masks for the price of 40 Qatari Riyals
