Qatar National Library (QNL) reopens to the public from today, 15 July 2020

Qatar National Library (QNL) reopens to the public from today, 15 July 2020. Both members and non-members can access QNL from Wednesday with limited services, hours and capacity. Phase 2 of the gradual lifting of COVID-19 restrictions implemented in Qatar from 1st of July 2020 as per the initial plan decided by The Supreme Committee for Crisis Management. As a part of the Phase 2, Qatar has decided reopening of parks, beaches, restaurants in several areas, museums and heritage sites.

QNL  the safety of public and QNL staff, library reopens with all measures in place in line with recommendations from the Qatar Ministry of Public Health and the World Health Organization.

Following precautionary measures has been stated on Qatar National Library website which you need to know:

  • By Appointment: You can visit library only with a prior appointment
  • Time Slots: Two time slots are available from Sunday to Thursday – 9:00 – 11:00 AM or 12:00 – 2:00 PM
  • Book your appointment online – https://registration.qnl.qa/booking-service
  • Maximum of 100 people only will be allowed inside the library for each time slot
  • Green status on the Ehteraz app: You are allowed inside only if you have Green status on the Ehteraz app
  • Temperature will be checked at entry
  • Entry not allowed without a face mask or a shield. Also you should wear it all the times when you are inside
  • Allowed age: Ages from 13 to 60 only are permitted entry
  • 48 hours advance booking through email required to collect books. DVD’s, CDs or electronic equipment will not be allowed.
  • Follow social distancing. Social gathering of more than 5 people are restricted and you will be monitored by QNL security
  • Until further notice Restaurant and Cafe are closed. However, Vending machines are available in the Quiet study room
  • Drive-Thru Book Return Station in front of the building or the bins that are available at the Library’s main entrance to return the borrowed items
  • Borrowed items will be renewed automatically until further notice

Qatar being successful at flattening the curve of COVID-19 cases entered in to Phase 2 of gradual lifiting of restrictions as per the plan.

Prime Minister and Minister of Interior His Excellency Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani chaired the regular cabinet meeting via video conferencing yesterday.

After the meeting, Minister of Justice and Acting Minister of State for Cabinet Affairs His Excellency Dr. Isa bin Saad Al-Jafali Al-Nuaimi stated the following: At the beginning of meeting, Cabinet heard a presentation by Minister of Public Health on latest developments to contain Coronavirus ,Cabinet affirmed continued implementation of precautionary measures taken to combat this epidemic. The following were the other decisions made:

Cabinet decided to end working with its decision of closing shops and all commercial activity on Friday and Saturday of every week, and the decision goes into effect starting Thursday Jul. 9, 2020.

  • Cabinet approved draft decision from Minister of Administrative Development, Labor, and Social Affairs on determining the ratio of Qatari employees to non-Qatari employees in private sector, draft decision comes in implementation of provision of the labor law no. 14 of 2004.
  • The draft decision aims to raise the percentage of Qataris working at state-owned companies, or where the state is an investor to 60 percent. The decision also includes other authorities that are subject to the retirement and pensions law.
  • The draft decision also aims to raise the percentage of Qataris in human resources to 80 percent in these authorities.
  • The cabinet approved a draft law amending some provisions of decree law no. 11 of 2012 on government regulation of the buying and selling of chemical and petrochemical products that are produced in the State of Qatar.
  • The cabinet reviewed a report of the State of Qatar’s population in 2019, and the outcomes of a study by the permanent population committee and its remarks on the report. The cabinet then took the appropriate decisions regarding the matter.

Within the framework of the plan to gradually lift the restrictions imposed by the COVID-19, the Cabinet decided the following.

Effective from 01 July 2020 until further notice,

Not more than 50% of the total number of employees to work at the workplace

  • It decided to amend its decision regarding reducing the number of employees present in the workplace of government entities, allowing – as needed – no more than 50% of the total number of employees to work at the workplace, while the rest of the employees continue their work remotely from their homes, or when requested, as appropriate.
  • It decided to amend its decision to reduce the number of workers present in the workplace in the private sector so that no more than 50% of the total number of workers work in offices, and the rest work remotely from their homes.

Private health care facilities to limit within 60% of the capacity

  • It decided to amend its decision regarding the suspension of medical services in health facilities, allowing these services to be provided within 60% of the capacity of private health care facilities while continuing to provide emergency services.


In implementing the said decision, the following must be taken into account:

A – continued implementation of the previous exceptions decided by the Cabinet in this regard.

B- adherence to health requirements, precautionary measures and procedures, and controls determined by the Ministry of Public Health.

  • The competent authorities – each in its jurisdiction – shall take the necessary measures in this regard.
  • This decision is effective as of Wednesday, July 7, 2020, until further notice.

New exit permit law for Qatar’s expatriates has been implemented from yesterday, 28th Oct 2018. With this law in place, no exit permit required for most of Qatar’s expatriates to leave the country temporarily for a short period or permanently for good. Except for the list of employees (who require prior consent to exit the country) submitted by an employer through the Ministry of Administrative Development, Labor and Social Affairs (MADLSA) Website (http://www.adlsa.gov.qa)

Qatar has recently brought a major policy change in which it has put an end to exit permits expect 5% of a company’s workforce to obtain a prior consent to exit the country because of the nature of their work. Before this new law, it was mandatory for the expat worker to obtain an exit permit through his sponsor / company to exit Qatar temporarily for a short period or permanently for good.

The official Qatar News Agency (QNA) reported that the Ministry of Interior (MoI) yesterday started applying the amendment to Article No 7 “concerning the cancellation of the travel permit notice of Law No 21 of 2015 regarding the entry and exit of expatriates and their residence” Reported gulf-times.com

 

In a post on Twitter, the MoI said “Law No. 13 of 2018, which amended certain provisions of the Law No. 21 of 2015 regulating the entry, exit and residency of expatriates is being implemented starting today, Sunday 28 October 2018. #MoIQatar

Also, MoI tweeted that “The expatriate workers, who are unable to leave the country for any reason, can approach the Expatriate Exit Grievance Committee, which will look into the complaint and take a decision within three working days. #MoIQatar

Qatar has recently brought a major policy change in which it has partially put an end to exit permits. Expat workers will no longer have to obtain exit permits in order to leave the country within the duration of the work contract.

Now, a firm date has been set to put to enforce the new entry and exit law. New exit permit law will commence on 28th of October. Majority of workers will not need an exit permit from 28th Oct.

Qatar MoI has recently brought a major policy change to put an end to exit permits through which expat workers can exit the country without obtaining an exit permit from the employer. The Ministry of Interior (MoI) and the Ministry of Administrative Development, Labour and Social Affairs (MADLSA) have recently called on all private companies and employers to prepare for the implementation of the amendment of the law regulating entry, exit and residency of the expatriates.

The Employer has the complete right to choose 5% of employees who will need to avail an exit permit from the company to leave the country. They do not have to get any consent or confirmation by the employees to include them in the list as confirmed by The Ministry of Administrative Development, Labour and Social Affairs (MADLSA) 

The workers’ approval for placing five percent employees on exit permit lists is not required as it is the right of the employers,” Mohammed Ali Al Meer, Director of Labour Inspection Department at the Ministry of Administrative Development, Labour and Social Affairs said. He also asked the companies to respect new amendment and know that the workers now do not need exit permit but “they should also develop their work systems to avoid any problems by workers”. “In case, any worker commits any violation of law and is not in the list of employees who need prior approval of exit permit, the employers must report about him to authorities concerned to ban him from traveling,” he said. The Ministry of Interior (MoI) and the Ministry of Administrative Development, Labour and Social Affairs (MADLSA) have called on all private companies and employers to prepare for the implementation of the amendment of the law regulating entry, exit and residency of the expatriates. “The Ministry has completed all the procedures related to the implementation of the law. The law allowed the employees of private companies to leave without exit permit except the proportion of five percent of their workers, which is a percentage determined by the employer due to the nature of their work like those who work in money exchange companies and gold shops and so on,” said Director of Labour Inspection Department at the MADLSA, Mohammed Ali Al Meer, Reported thepeninsulaqatar.com

Qatar MoI has recently brought a major policy change to put an end to exit permits through which expat workers can exit the country without obtaining an exit permit from the employer.

Also, MoI has brought an initiative which allows expat workers to complete certain procedures including fingerprinting and biometric data processing, medical examination and the signing of work contracts at their home countries.

The project will be implemented in eight countries as a first stage, namely: Nepal, India, Bangladesh, Pakistan, Philippines, Indonesia, Sri Lanka, and Tunisia. The project will be implemented in Sri Lanka next month and later in the rest of the eight countries and be followed in all the countries from where the recruitment is made.

The Amir H H Sheikh Tamim bin Hamad Al-Thani issued on Tuesday the Law No. 13 of 2018, amending certain provisions of the Law No. 21 of 2015 regulating the entry, exit, and residency of expatriates. New legislation adopted on September 4, 2018, marks a significant step changing one of the most controversial points in Qatar Labour Law and it upholds the rights of workers in Qatar. Law No. 13 of 2018, amends provisions of Law No. 21 of 2015 and Law No. 1 of 2017, which regulate the entry and exit of expatriates. Under the previous legal framework, all migrant workers were required to obtain an exit permit from their employer in order to leave Qatar. With this new law, migrant workers covered by the Labour Code will be able to leave Qatar without having to obtain such a permit, reported in thepeninsulaqatar.com,

As per the new law,

  • The employers may submit the names of workers for whom a “no objection certificate” would still be required(must not exceed 5% of their total employees).
  • Employers should submit the names to the Ministry of Administrative Development, Labour and Social Affairs (MADLSA)for approval.
  • The companies will be notified upon approval of the submitted names

The new law also stipulates that an expatriate worker, who is not allowed to exit the country for any reason, can approach the Expatriate Exit Grievances Committee. For this, HE the Minister of Interior shall issue a decision regarding its formation, jurisdiction, procedures, and work mechanism. The committee shall decide on grievances within three working days. The new law is effective starting from the day following its publication in the official gazette, reported gulf-times.com
