No more than 50% of the total number of employees to work at the workplace | Effective from 01 July 2020

Prime Minister and Minister of Interior His Excellency Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani chaired the regular cabinet meeting via video conferencing.

After the meeting, Minister of Justice and Acting Minister of State for Cabinet Affairs His Excellency Dr. Isa bin Saad Al-Jafali Al-Nuaimi stated the following: The Cabinet affirmed to continue the application of the precautionary measures and procedures taken in order to combat this pandemic. Within the framework of the plan to gradually lift the restrictions imposed by the COVID-19, the Cabinet decided the following.

Effective from 01 July 2020 until further notice,

Not more than 50% of the total number of employees to work at the workplace

  • It decided to amend its decision regarding reducing the number of employees present in the workplace of government entities, allowing – as needed – no more than 50% of the total number of employees to work at the workplace, while the rest of the employees continue their work remotely from their homes, or when requested, as appropriate.
  • It decided to amend its decision to reduce the number of workers present in the workplace in the private sector so that no more than 50% of the total number of workers work in offices, and the rest work remotely from their homes.

Private health care facilities to limit within 60% of the capacity

  • It decided to amend its decision regarding the suspension of medical services in health facilities, allowing these services to be provided within 60% of the capacity of private health care facilities while continuing to provide emergency services.


In implementing the said decision, the following must be taken into account:

A – continued implementation of the previous exceptions decided by the Cabinet in this regard.

B- adherence to health requirements, precautionary measures and procedures, and controls determined by the Ministry of Public Health.

  • The competent authorities – each in its jurisdiction – shall take the necessary measures in this regard.
  • This decision is effective as of Wednesday, July 7, 2020, until further notice.

Travelling out of Doha with a return booking? – You cannot depart without your 14-day confirmed quarantine hotel booking 

In a recent Circular (Circular No. 12 for the year 2020) from Qatar Civil Aviation Authority (QCAA) dated 17th June 2020, it has been advised that with immediate effect all passengers travelling out of Doha with a return booking must have a confirmed reservation in one of the designated quarantine hotels in Qatar on their return.

As per the circular, no passengers irrespective of nationality can depart from Doha without holding a confirmed hotel booking for their return for a period of fourteen (14) days which will be prepaid against a nonrefundable voucher obtained from the hotel through “Discover Qatar” website.

In case travel dates into Doha are amended, hotel reservations can be changed subject to availability.

Passengers who are currently out of the State of Qatar, and upon their return, must also hold a confirmed hotel booking in one of the quarantine hotels at the time of checking into their flights to Doha.

QID holders who wanted to return back to Qatar during Phase Three, beginning 1st August 2020 | All you need to know

The gradual lifting of Phase One Covid-19 restrictions by Qatar beginning June 15, mentioned that passengers making essential trips out of country would be required to undergo mandatory 2-week hotel quarantine at designated hotels. The communiqué also made it very clear that the cost of the quarantine will have to be borne by the passenger.

However, several questions were raised regarding the situation of residents who wanted to return back to Qatar during Phase Three, beginning 1st August 2020.

QID holders returning from 1 August – 15 September: QID holders will not be able to board a flight to Qatar without first receiving authorisation to travel to Qatar, and then by also providing confirmation of a 14 day government approved welcome home package reservation.

QID holders are advised not to book a quarantine package until approval to return to Qatar has been confirmed. Details of the approval process will be published when the eligibility and guidelines are confirmed by the relevant authorities.

Discover Qatar, the destination management division of Qatar Airways and a partner of National Tourism Council have posted in their website, what are the necessary quarantine conditions that would apply to those residents who are ‘permitted’ to arrive into Qatar.

Please do not book a Welcome Home Package until you have approval to travel to Qatar.

Until 31 July arrivals into Qatar are only permitted for Qatari Nationals, their travelling companions, those with a Permanent Resident Card or other exceptionally approved Visa holders. From 1 August pre-approved QID resident permit holders will also be able to travel to Qatar. Who needs to go into quarantine upon arrival into Qatar, and can I self-isolate or book my own hotel?

All permitted arrivals into Qatar must go into Government approved hotels to quarantine for a 14 day period upon arrival into Qatar. The following is a summary of who is currently permitted to arrive into Qatar and what quarantine conditions apply (subject to change so please check out the rules and conditions on regular basis):

For Qatari Nationals, their travel companions, those with a Permanent Resident Card or other eligible Visa holders returning to Doha from 15 June – 15 September:

All travellers departing from Qatar will need to book and pay for one of the approved quarantine hotel packages for a period of 14 days, which must be booked before departure from Qatar, if the return date is planned on or before 15 September. Check in at HIA will not be permitted without a confirmed quarantine reservation, if arrival back into Qatar is before 15 September. Eligible travellers currently outside Qatar will also need to book and pay for one of the approved quarantine hotel packages for a period of 14 days if arriving back into Doha on or before 15 September. Bookings can be made at Qatar Airways Holidays in partnership with Discover Qatar. Only Qatari Nationals, their travelling companions, those with a Permanent Resident Card or other eligible Visa holders, will be permitted to arrive into Qatar before 1 August 2020.

QID holders returning from 1 August – 15 September:

Can all QID Holders return on 1 August?

No, only QID holders from selected “low risk” countries will be permitted to travel from 1 August, and pre-authorisation to enter Qatar will be required for all QID holders. Further details and a list of approved “low risk” countries will be provided when available.

Can I self-quarantine at home?

No, as of now, and as per Ministry of Public Health regulations, the 14 day quarantine is required at an approved and designated quarantine hotel. Check the rules and regulations on a regular basis for future updates.

What if my Qatar ID has expired?

If your QID has expired whilst you have been outside of Qatar you may be permitted to re-enter Qatar to renew your QID, after you been approved to travel and have successfully completed your 14 day quarantine.

Can I fly with an airline other than Qatar Airways?

Yes, but the same entry conditions will be present for Qatari Nationals and QID holders.

If I have already had a positive test for Covid-19, can I travel?

No, once you have recovered and tested negative you can travel, by adhering to the entry and quarantine requirements already outlined.

How to book – to enable a smooth return/entry to Qatar, Discover Qatar outlines the official approved booking process.

Where can I make my hotel booking?

For all other permitted arrivals, quarantine bookings can be made at Qatar Airways Holidays in partnership with Discover Qatar.

Can I cancel or amend the booking?

Yes, bookings can be amended, up to 24 hours prior to your arrival, without any penalty. There is no refund for any unused quarantine reservations or if you fail to check in on the date of your arrival.

Can I choose the Hotel?

Yes, you will be able to choose between different star rated hotels available, depending upon your preferred hotel category and budget.

How much will it cost?

Welcome Home package rates and options will be available from 15 June. If eligible, check availability for your chosen dates at Qatar Airways Holidays in partnership with Discover Qatar.

Can I book direct with a hotel?

No, you will need to make your booking directly with Qatar Airways Holidays in partnership with Discover Qatar for a stay at an approved quarantine hotel.

Your safety and comfort are the highest priority – upon arrival and at your hotel.

What will happen on arrival at the airport?

Upon arrival at HIA, you will be directed to a transfer to take you to the hotel.

How will I go from the Airport to the Hotel?

A compulsory one way transfer will be provided.

Is there any limit to how much luggage I can bring in the transfer which is provided?

Luggage space is limited to one piece of checked in luggage and one piece of hand luggage per passenger. Additional charges may apply if you have excess luggage that cannot be accommodated into the transfer vehicle provided.

What steps are in place to ensure safety in the hotels?

Your hotel will be compliant with the Qatar Clean program. Qatar Clean is a collaborative effort by the National Tourism Council, Ministry of Public Health, and the hospitality and tourism sectors. What happens if I test positive for Covid-19 at any time of quarantine?

You will be directed to follow the instructions provided by MOPH staff at the hotel.

Can I share the room?

Only with direct relatives. A maximum of 2 adults and 1 child 6 years or under may share a room.

Will I be able to have contact with family members or friends who are based in Qatar, at any time during quarantine?

No. Physical contact is not allowed.

The Ministry of Interior tweeted on its official account regarding on-arrival and in-advance tourist visas. It has announced that, Visitors in the country on tourist visas (on-arrival and priorly issued visas) can stay in the country without extending their visas or paying any fee, taking into account their inability to return to their home countries due to closure of airports.

Tweet states that, “According to Law No.21 of 2015 regulating entry and exit of expatriates and their residence, it has been decided to allow expatriate visitors in the country on tourist visas (on-arrival and in-advance) to stay in the country, taking into account their inability to return to their home countries due to the closure of airports in most countries of the world.

  1. They can stay in the country without extending the visa or paying any fee
  2. Once the country declares that the conditions have returned to normal and flights start operation to their countries, they will be granted a grace period to leave the country.

Family members of expats in Qatar including many Indian families are here in Qatar on on arrival and family visit visas. They couldn’t return to India due to closure of airports. This will be a big relief to all the tourist and their family members.

Qatar has taken many preventive measures to limit the spread of Coronavirus COVID-19. As a part of precautionary and preventive measures taken by the country, since the 18th of March, all inbound flights to Doha have been stopped temporarily with the exception of air cargo and transit flights. On the other hand, India has brought mandatory quarantine for travelers from the Middle East and announced a 21-day complete nationwide lockdown. Airlines have cancelled their flights and countries announced airport closures.

We have received a lot of questions from the Indian community in Qatar regarding the Visa Extension, on arrival visas and many more questions which include – What will happen to a resident who is outside Qatar currently, Can an on-arrival visa be extended, how can we do Visa Extension during this time and many more related to visas…(Post your questions which are not covered in this and we will try our best to find the answers and reply)

Based on the information available from sources, we tried our best to cover answers to those questions:

  1. My Mother is in Doha now and she came through an on-arrival visa and it is expiry in a week from now. Is it possible to extend the on-arrival visa due to the non-availability of flights from Doha?

For all on arrival visa holders currently in Qatar, Visa will be extended automatically. You do not have to do anything to extend the visa. It will be extended until the 22nd of April 2020. This announcement is made as per the current situation and might be updated in the future based on the situation at a later stage.

Qatar Visit Visas (Visit & On Arrival Visas) can be extended for 1 month from the date of the expiration of Visa. This can be done through Metrash2 or MOI Website. No need to visit the General Directorate of Passports or MOI Service Centres. Visit https://portal.moi.gov.qa/visitvisaextension to extend or to check visa status.

  1. I am a resident of Qatar. I sponsored a visit visa for my wife’s parents, and they are here for the last 2 months. If the current situation continues beyond their visa expiry period, is it possible to extend their stay?

At the moment there is no announcement made with regard to Family Visit Visas. Sooner we can expect an announcement from MOI on procedures to extend Family Visit Visas. MOI Visa Extension Service Website.

  1. My wife is now in India. She is a resident of Qatar. Her QID is expiring in few weeks. As she cannot come to Qatar now due to restrictions in India and travelers ban in Qatar. What shall I do? Is it possible for her to enter Qatar again after the ban?

Yes, She can enter once the entry ban in Qatar is lifted. A resident with expired Qatar ID or stayed more than six months out of Qatar will be allowed to enter Qatar once the ban is lifted.

  1. I am on a business visa and my visa is nearing expiry. Is there a way to extend my business visa?

Yes. It is possible to extend your business visa through an extension request from your sponsor. Please ask them to submit all the required documents which include Passport Copy, CR Copy and a request letter for the visa extension.
